记者：什么样的物质烧了以后容易产生二恶英呢？

自见庄三郎：一般的垃圾只要达不到一定的高温的话就容易产生二恶英。

解说：上世纪90年代，日本空气中的二恶英含量严重超标，是其它国家的10倍。于是，日本政府从1997年对垃圾燃烧排放的二恶英含量进行了严格的限制规定，并且升级改造了焚烧炉设备。

自见庄三郎：在日本也曾经出现过因为焚烧垃圾产生过二恶英，日本对此进行了严格的一些规定好在这些规定都很有效，使得目前日本的大气当中和水当中的二恶英很少，倒是食品当中二恶英有增加的现象。

解说：在法国，垃圾焚烧厂出现过与日本一样的经历。

顾榕：从我最熟悉的法国说起，在法国现在是关闭了一些垃圾焚烧厂，原因就是二恶英污染，但是关闭之后又新建了一些新的焚烧厂，运用新的技术现在运行地很好。

记者：您指的是技术更新之后是没有问题的，是吗？

顾榕：是的。

解说：垃圾焚烧的污染在日本大大降低，还有一个重要原因，就是从2000年起，日本立法规定家庭要减少垃圾量，严格实行垃圾分类，像塑料等化学制品被剔除在可焚烧的垃圾之外。

记者：看来垃圾不是简单地烧就可以它有一个先决条件，就是一定要有一个非常好的分类？

自见庄三郎：对，现在大部分的日本居民都在对垃圾进行分类，就是分出来哪些是可燃垃圾，哪些是不燃垃圾，哪些是生活垃圾。

解说：垃圾分类，这样不仅可以让资源循环利用，还能够实现垃圾减量，减轻环境污染，诸多学者也一直呼吁政府能够重视垃圾分类。

聂永丰：垃圾分类是有目的的，目的是什么呢？垃圾分类是整个垃圾资源化、无害化、减量化管理的一个关键的环节，我们说到底无非一个是回收资源；第二个有利于垃圾的处理，无害化处理；第三就是降低它的处理费用降低处理过程当中，对环境可能造成的影响。

解说：在国内，垃圾分类工作一直不如人意，这也是当地居民反对建设垃圾焚烧厂的重要理由。

心湖：就是我所了解的，我们所有的垃圾是一起烧，别人是分类之后才烧，这个就很不同。

记者：不同在哪儿？

心湖：所有的垃圾一起烧的话产生的毒就会更多。

解说：其实，早在十几年前，政府就开始倡导垃圾分类，《新闻调查》也关注过这在当时来讲还很新鲜的事物。

居民A：你分完了以后白分，还是扔到垃圾道。

居民B：收垃圾的还得跟着咱们，你说满了的桶你倒哪儿去？还得需要一个地方，把它归弄起来，你说玻璃吧，地方小了也不行，纸什么的，地方小了也不行，你光说。

解说：我们调查中了解到，在当年的节目中就发现的问题至今没有解决，每个小区垃圾桶里的垃圾都由环卫工人集中清运到垃圾中转站，然后再送到填埋场或是垃圾焚烧厂，这里面，所有的垃圾都是混合在一起的。

记者：像这些垃圾，我看都是一个塑料袋进行整体包裹混着装的，在这儿还会进行分类吗？

张志红（广州市番禺区环卫处）：基本上我们在垃圾台，不能够捡垃圾，不能够分类的。

记者：像这些不可降解，还有一些塑料袋卫生纸盒全部要被填埋，是吗？

张志红：对，都是填埋的。

吕春元（广州市番禺区广碧园）：广州市垃圾分类提倡了十年，做了很多东西，但是效果怎么样呢？我认为它到目前为止，它的效果仍然停留在废品收购站的水平，为什么呢？它的后续工作没做。

阿加西（广州市番禺区广碧园）：实际上垃圾分类，以前曾经尝试做过（分类），但是在终端处理上就是政府主导的，终端垃圾处理上没有分类，终端没有分类处理的话，我们居民分类处理了也是白搭，没用。

记者：你认为是哪个环节出了问题？

孙宇（广州市番禺区海龙湾）：政府没有推导，没有推动这个事情，我是这样认为的，只要政府一推动这个事情，市民肯定是参与的，积极地参与。

解说：民众对于垃圾分类的思考也引起了广州市政府的共鸣，他们表示要尽快从政策层面破解垃圾围城的难题。

吕志毅：我们要两手都要硬。第一，垃圾焚烧处理这个建设要坚决走下去，走焚烧为主的道路，这个是不能变的；第二，就是垃圾的分类，垃圾的减量措施也要硬，也要坚定不移地走下去，忽视了哪一头都不行，第一忽视了焚烧不行，那你那么多垃圾不烧，填埋没地方了，注重了垃圾焚烧，不注重垃圾减量也不对，也不符合循环经济的理念，我觉得两手都要硬，我只能这样说就是政府主导的。

解说：垃圾分类固然是垃圾减量、减少污染的有效途径，但毕竟不是一朝一夕就能够实现。面对垃圾焚烧发电厂的规划，民众无论是出于对污染物控制的不信任还是垃圾混合燃烧产生更多污染的恐惧，都表现出强烈的反对态度。那么，番禺区政府在规划选址过程中究竟是如何向民众做出解释的呢？

解说：2006年8月25日，广州市规划局下发了番禺区生活垃圾综合处理厂的选址意见书，按照规定，建设单位必须在一年有效期内领取建设项目用地预审报告。

记者：怎么理解它这样一个规定呢，在有效期内要领取关于用地报告、预审报告？

楼旭逵（广州市番禺区区长）：这个就是国家的规定，我们应该按这个去执行。

解说：而番禺区市政园林局直到两年半后也就是2009年4月1日才获得国土部门批准的土地预审报告。

记者：如果在一年有效期没有拿到国家通过的预审报告的话，对这个项目会有什么影响？

楼旭逵：从法律上讲它就不完善，时效上衔接得就不严密。

记者：那意味着这份选址意见书的话其实是已经失效的。

3 楼旭逵：可以这么说，这个在法律上从发出来的时候，它不能再作为一个法律依据。

记者：其实在2007年8月份，这份选址意见书已经失效了到现在已经2009年，两年的时间过去了，这项工作一直没有去完备起来？

楼旭逵：这个是我们工作的疏忽。

记者：您觉得这是一个严重的问题吗？

楼旭逵：我觉得程序上是一个缺陷，但是这个不是一个不可完善的一个问题，这个我们可以重新申请。

记者：你们觉得这是一种什么行为呢？

阿加西：偷步行为属于。

记者：怎么理解您的说的这句话呢？

阿加西：偷步就是，就等于起跑一样，人家都还没有发力你就（抢跑），你这个手续都还没有齐备的时候，你就已经走下一步了。

记者：但是对于政府行政行为过程来讲当行政过程程序上出现问题的时候，行政结果也是有问题的。

楼旭逵：是，你帮我们指出来了，我们马上要改进。

解说：事实上，番禺区在没有获得国土部门土地预审批复的情况下，一直积极地推进垃圾焚烧项目的建设。去年，区人大代表关志升等人建议有关部门立即推进位于会江村的垃圾焚烧厂的建设。

记者：为什么您直接就提名要在会江这个地方？

关志升（广州市番禺区人大代表）：我们主要都是听政府部门。

记者：从您的角度来理解的话，当时政府给您的信息是否意味着，会江将成为垃圾焚烧发电厂的建设用地的选址地？

关志升：只不过我们知道，政府在那里正在选址正在搞手续，我们希望加快来搞。

解说：今年2月4日，广州市政府在2009年第9号通告中宣布，番禺区生活垃圾焚烧发电厂是广州市重点建设项目。

记者：当时是在什么样的背景下发的这个通告？

吕志毅：就是要准备建垃圾焚烧发电厂，发布公告，要选址，选址肯定要发布通告了，要不然怎么征地，凭这个文要征地。

记者：但是我们在通告中也看到了，就是项目已经成为广州市重点建设项目，具体的位置也已经列出。

吕志毅：这个程序是这样走的，这个没有错的，程序就这样走，先立项，完了以后出公告，征地，完了环评，都是这样走的，你有一个地方，告诉老百姓我在这里环评，先把这个公告告诉，把这个范围搞出来，这个没错，这样走的。

解说：在4月1日获得省国土厅批复的用地预审意见后，9月，该项目的工程监理招标公告发布。10月，广州媒体开始对垃圾发电厂连篇累牍地报道，由此，附近的居民们如梦初醒。

记者：当地政府部门有和你们这些村民，讲过这里要建这个厂给你们宣传过吗？

村民C：没有，听说跟村长那些人谈了，跟我们村民一定没有，没有跟我们村民说过。

记者：当时征求周围居民的真实想法吗？

楼旭逵：我应该这么说小范围的人，村民、村的村长，选址不给当地打招呼是不行的，是肯定是有沟通的。

心湖：根本就没有征求过周边地区居民的意见，根本就没有做过这项工作。

记者：在这样一个初步选址过程，你们会考虑到当地居民对这个项目的接受程度吗？

叶文：因为这个选址没有确定下来，暂时没有跟村民去沟通。

解说：对于这样一个涉及到的公众利益的普遍性问题，政府该如何面对民众的质疑？

王锡锌：比如说有的时候政府在决策的时候，信息的释放不是很充分，选择性的释放，有的说了，有的没有说，这都会影响到民众对政府的信任，如果你把信息充分地公开，民众有的时候是可以理解，原来政府的用意是这么好，原来政府也有难处，原来考虑公共利益，我们自己每个个体其实也是应该做一些，必要的让步的，换句话说，你不仅可以得到信任，甚至可以得到支持。

解说：10月30日，番禺区市政园林管理局召开了媒体通报会，表示正在委托环保部华南环保科研所进行环评，并且承诺：如果环评通不过，绝不开工。

同期：保证做到公正、科学、严谨和全面地对本项目进行环境影响评价。

解说：但是，市政局的表态并没有让居民们安心，他们还是向多个部门递交了反对意见书。

记者：你这份意见书里面主要的内容主要是想表达什么？

孙宇：首先就是观点强烈坚决反对建垃圾焚烧电厂。

姚姨：我觉得政府是不可能，我是百分百地相信不可能不重新审视，这个决策是对还是错的

我就这么自信。

解说：如何解决即将到来的垃圾围城的难题，垃圾焚烧发电厂到底该不该建，成为番禺区所有人关注的话题，11月4日，番禺区人大常委会组织了70多名人大代表专题视察了番禺生活垃圾焚烧发电厂规划选址情况，他们规划考察的结果如何？又是否能够化解民众的反对呢？

解说：11月5日，广州的许多报纸刊登了省情中心关于垃圾焚烧厂规划地周边居民有97.1%人反对建设垃圾焚烧厂的调查报告，就在这一天，《番禺日报》在头版头条位置刊登消息，区人大代表们认为，建设垃圾焚烧发电厂是民心工程。

李伟权（广州市番禺区人大代表）：人大参与了这件事情，没有一边倒，它是站在一个比较公正的范围内去密切注视监督政府怎么推进这个事。

关志升：我们作为人大代表希望政府要依法来选择一个群众满意赞成，但是最终还要解决垃圾能够找到一个出路的地方去搞垃圾发电厂。

解说：但是，这些人大代表们也坦承，自己并没有去接触规划地周边的村民和居民，也不了解这些群众的想法。

记者：视察中除了听取相关部门的汇报之外，你们和当地群众有过交流，了解过他们的感受吗？

关志升：没有，因为那天没有群众在现场。

孙宇：那只代表这部分人大代表的民意，不能代表（我们）这一部分居民的民意。

记者：如果没有和当地的群众进行沟通，了解过他们的感受，你们对整个民众的意愿能够做出客观的判断吗？

关志升：这个判断应该由政府来判断。

记者：当地群众对于这样一个项目的质疑甚至反对，您听到过吗？

关志升：我没有直接听到过，我都是在报纸、媒体里面看过。

记者：既然您关心这样项目，在媒体上看到这样的言论之后，您有没有想过到实地和居民进行沟通交流？

关志升：我觉得政府会沟通会解决。

姚姨：我就非常担心，他一说征求公众意见，我就担心我们被代表了我们不愿意被代表。

记者：在视察过程中没有和当地的居民进行直接的交流，会不会影响到人大代表在整个事件中判断的客观性和全面性？

李伟权：我看如果有需要的话，也希望人大可以组织相关的活动去听听周边群众声音，我看也是可以的，没有不可以，兼听也会比较客观。

解说：直到现在，居民们送到政府部门的意见书还没有收到任何答复，职能部门的沉默让这些居民们很失望。

姚姨：我们去了好多部门，现在没有一个部门给我们直接的答复。

孙宇：越是有争议，政府更应该把这个事情说清楚，或者来打消民众的一些顾虑，而你却躲藏着，或者是说用另外一种渠道来直接简化程序，达到你一些工程的一些做法，这就是民众觉得越来越不信任的过程。

吕志毅：但是这个事情政府是为老百姓着想，为老百姓办事的，为什么不能得到老百姓的支持呢？

记者：像番禺建设垃圾焚烧厂本身也是为了公众的利益，但是在推行的过程中却受到了当地民众这么多的质疑，甚至反对，这样一种尴尬的局面，您怎么解读这种尴尬背后的成因？

王锡锌：像垃圾焚烧处理这里面是一个非常好的例子，无论你政府说我这个决策多么必要，多么科学，多么合理，居民的反对都是可以理解的，一定会有一些人是反对的，而这种反对是出于有的时候是审美的考虑，有的时候是自私的考虑，我们怎么去说服他们，我觉得这正是一个政府不仅仅动用自己的权力资源，而且去动用社会资源，去解决问题的思路，如果能坐下来，我听听民众的想法，听听那些不同的声音，并且也尝试着去站在你的角度，就我们讲的换位思考，这样的话距离就拉近了，可能那种无形的墙就被推倒了，变成了一座桥，其实不信任，本质上是因为有一堵墙，需要推倒这堵墙，我觉得推倒最重要的其实是行动，比如说，在公开和参与沟通，这方面有一些行动。

解说：目前，番禺区垃圾焚烧发电厂项目正在进入环境影响评价阶段，环评中有一个重要部分就是考量公众意见，所有人都在期待这份环评报告。

记者：现在关键的环节在环评的这样一个过程是吗？

阿加西：现在我们就是以合法的流程，赌的就是环评这一个环节，作为我们百姓能参与的就是这个环评公示。

记者：这是你们最后的防线吗？

阿加西：我们没有防线，我们只是希望政府能尊重我们的意见，百姓没有什么防线，除了守着自己一个小房子，还有什么东西能守呢？因为政府你要做的所有的公共决策，应该是要考虑民意，你本身毕竟你政府说的是为民服务，假如老百姓希望你不要在这儿建，那你都强行建，那你就不是为民服务了。

记者：您对这个事件未来解决方向您怎么看？怎么预测？

吕春元：这件事情解决我认为现在番禺（区）有点难办，不听民众意见也不好，听民众意见垃圾出路成问题。

楼旭逵：在技术上经济上考虑以后，（政府）认为这个项目的选址，这个项目的建设是相对合理的，现在遇到了大家意见比较分歧的局面，对于我们政府来说一定要通盘考虑，综合评估，用统筹协调的办法把这件事情处理好，使它有最大多数人的，拥护你，支持你。

记者：根据有关部门的表态，一旦环评报告通过，在会江村这座已经废弃的垃圾掩埋厂，就要建起一座新型的垃圾焚烧发电厂，至于这个项目上马之后究竟会给当地带来怎样的影响，还需要时间在验证，但是在整个事件的调查过程中，我们觉得这样一个涉及众多公众利益的项目，政府的决策过程能否更加地公开、透明，能否让更多的民意被尊重和参与。在一个工业生产中，安全生产会被作为第一要务，而这样一个涉及公众利益的项目过程中，它的过程，民众的健康，更应该被放在第一位。
