垃圾围城是很多城市都面临的问题，面对成千上万的垃圾，广州市政府是否进行统筹规划来处理这些垃圾问题？具体是怎么实施，大在每个区都建垃圾焚烧厂，把自家的垃圾倒在自家的后院，还是广州进行统筹？

吕志毅：垃圾焚烧厂项目要建，市政府有规划，不能到处建，国外也没有说每个区域都建，有些城市还是采用填埋为主，根据自己的情况来看垃圾处理方式。广州市这种情况，广州能不能十个区各个区都建垃圾焚烧发电厂，自己的垃圾自己处理，这是做不到的，为什么？比如说越秀区，你在哪里找到符合环境、符合环境规划影响条件的地方来建垃圾焚烧发电厂，找不到。再比如荔湾区建，可能吗？没有地，人口又密集，现在主要的垃圾处理设施主要放在白云区，将来可能其他区域也要考虑，为什么放在白云区，因为白云区当时离中心比较远，人口不是很密集，是从这个角度考虑。

吕志毅：这个规划肯定要考虑长远城市发展，先把它圈起来，现在正在做这个工作，我可以告诉大家，我们有几个区的垃圾要单独处理，比如说番禺区，番禺区的垃圾就不能拿到广州市处理，必须自己处理。比如从化、增城也要自己处理，花都区也要自己处理，这几个方向已经定了，省下来的规划用科学方法统筹，但不是每个区都建垃圾发电焚烧厂。

记者提问：

现在选择焚烧厂是人口密集地方，为什么要选择在这里，之前政府也有说法，我们调查当中很多市民也提到这个问题？

叶文：这个选址我们经过专家反复论证选的，番禺区沙湾河以北要找到合适的地方相当困难，经过专家的拟选，规划部门的反复调研，最后确定选址，这个选址有几个优点，三面环山，自然条件好。第二这个本身是垃圾填埋厂简易的垃圾焚烧厂，通过技术改造使这个地区的环境变好，第三是选址的红线外300米没有居民聚集区。

记者提问：

在央视新闻调查节目中，看到番禺区的官员和人大代表承认没有跟附近的村民充分沟通，想认为这种方法是否不妥，下一步如何跟民众沟通？居民说送到政府的意见书为何没有任何答复？民意对环评坚决反对，是否会考虑重新选址？

叶文：这种项目的法定程序是这样进行的，第一要取得法该部门对项目建议书的批复，第二去规划部门取得选址意见书，第三到国土部门取得土地预审，第四做环境评价工作，公众参与是环境评价工作的内容之一，这肯定要做，法定的程序是这样走的，所以公众参与是在环评阶段进行的。

吕志毅：番禺这个项目从2003年开始选址，确定是2006年，去年有一个新的规定，规划公示，那时候还没有这样的要求，如果按照新的规定，我们可以说公众更多、更早的参与到市政府的规划项目中去，但是2006年没有这个规定，是一步一步走下来的，现在按照新的规定，公众可以更早的知晓这个项目。

记者提问：

民意超过9成人反对建，8成人不信任环评，这是否有影响？公众参与对环评有多大？民众都反对是否会改变选址？

吕志毅：我现在没有收到省民意调查中心意见书，这些报告都是从报纸看到的，在环评过程中，公众调查的范围有一定规定，更严格，到这个时候我们两种意见都听，他是希望在更大范围内听取民众意见，但是环评阶段，公众参与阶段有一定的规矩，不是说你想调查谁就调查谁，调查几个人就几个人，样本数和范围都有规定。这一点可以向环评单位了解。

环评报告大概什么时候出来？这个项目因为影响层面比较大，审批权在哪一级，是否国家环保部才有权力批？这个项目很早之前就有，之前也说过，为什么到了现在有这么大的难题，我们是否有反思，问题到底出在哪里，以后也会出现相似的问题，我们是怎么考虑的？

吕志毅：环评最后批准国家已经下放给省了，关于对垃圾焚烧反对声，现在不仅广州遇到这种情况，国内的其他城市也遇到很大的阻力，我觉得这里有误导的成分，垃圾焚烧国家政策是已经规定了，三个文件的文头都说了，现在处理方式有三种，国家很明确指出，沿海城市，经济发达城市，土地紧缺城市垃圾焚烧，没有说全国都搞垃圾焚烧，意味着在土地比较丰腴的地方，人口比较稀少的地方，以垃圾填埋为主，这方面我们的宣传不够，国家从2007年就指引了沿海城市以垃圾焚烧为主，我们就应该很好的宣传它的意义是什么，为什么要这么做，道理在哪里？但是我看不到这方面的声音和宣传，但是一些反对的声音，有一些是误导成分在媒体上登得比较多，这样对大家心理造成一定的恐慌，造成群众对这些情况不了解而采取反对的措施，我觉得这不是理性的，公正的态度。

吕志毅：国家研究过这个东西，而且国家讲得很清楚，在这个问题上，我们应该更科学的认识垃圾焚烧发电的作用和意义及，以及如何否认它的污染的问题。

记者提问：

现在反对的意见像赵教授为首的反对意见，政府为什么不考虑，政府花那么多的钱搞垃圾焚烧，而不搞垃圾分类？

吕志毅：关于有一些教授反对垃圾焚烧，我了解过，我跟环保的教授有过交往，我请教过他们很多问题，但是很遗憾我没有见到赵先生，最近，中央电视台采访赵先生，他有一段话，我想在这里跟大家念一下，大家研究一下，中央电视台记者问赵先生，说也有很多人在置疑，你本身不是从事垃圾处理研究的，但是您现在又在反对这样的项目。赵先生是这么回答的：我很欢迎科学工作者置疑我不是搞垃圾的，为什么老考虑垃圾问题，因为我确实不是搞垃圾的，我是研究水环境的，他的污染源追踪到垃圾污染，在这个基础上，我有一点点发言权来替大家说几句话，我不是这个专业的，我也承认，不一定完全相信，我（赵教授）的话仅供参考。接着他又说，但是垃圾如何焚烧发电，机械部分我没有研究过，我（赵教授）没有任何发言权，我可以有权力收集这些资料提供给大家，参考提供大家建设性的意见，我现在提出就是建设性的意见，而不是说绝对正确，参考的，我已经退休了，为人类多出点建议，多提点建议也是应该的，但是我觉得不要把我的话做成绝对的决策依据。关于有人提出政府花这么多的钱搞垃圾焚烧，不如把这个钱拿来垃圾分类上，这样又经济，又环保。提这样的意见不仅一个，曾经有大学教授也提个这样的问题，他说干脆把钱给我算了，我来搞垃圾分类，我就问你怎么搞垃圾分类，他说分之后处理掉，我说处理不掉的怎么办？广州1万多吨垃圾到哪里分类？他就没有回答了，垃圾分类能解决垃圾处理的全部问题吗？日本是公认垃圾分类做得最精细化的国家。

吕志毅：我在广州电视台对这个问题采访时说过，垃圾分类不能解决垃圾处理的全部问题，如果解决全部问题，日本、德国、美国搞那么多垃圾焚烧厂干什么？最近我老是讲，环卫部门的每个家庭都要做垃圾分类，都要实践垃圾分类，我带头，我在家里就垃圾分类，我是倡导者，比如说报纸看完之后我绝对不丢掉，放在一堆，喝矿泉水比较多，瓶子肯定放在一边，有一些买的酱油的玻璃瓶也放在一边，我们跟环卫工人比较熟，我就打他们电话，能不能上门收，现在都是这样做的，但是我家里很多东西是分不了类的，我吃的苹果，苹果皮往哪里仍，超市买的很多塑料的东西往哪里仍？还是要有垃圾，垃圾分类是减量化的措施，对垃圾处理来讲可以降低垃圾处理的成本，因为量少了处理的成本就少了，但是不能代替垃圾处理。

吕志毅：现在很多人都以为，只要垃圾分类就能够解决垃圾处理的问题，有一点乌托邦的色彩。垃圾分类在日本，我去过两次日本，我看了日本的垃圾分类之后我感觉到现在的垃圾分类还是初级阶段，日本的垃圾分类形式、刚性的制约、我们在相当一段时间内还做不到，我在这里举日本垃圾分类的例子，这是我亲眼看到的，在日本的大坂，我想看一下垃圾分类的小区到底是怎么分类的，他们的环保协会就说可以，带我去了，我从楼宇开始看起，楼宇里面有停车库，里面有垃圾分类的场所，里面有很大的几个篮子，表明这个是放报纸，这个放玻璃瓶，这个放塑料瓶，甚至分瓶子的颜色，之后有压缩箱，每个家庭有一个人把这些东西分出来，如果家里有报纸，必须要放到报纸箱里，而剩饭剩菜怎么办？有一个大的冰箱，每家每户到一定时间就要自己丢，不会上门收的，完了之后无机物的东西就放在箱子里，自己有钥匙，自己压缩，日本是分类的，比如说我收报纸，我今天全部收报纸，礼拜二可能是收玻璃瓶，每天收的垃圾不一样，是分类收集的，日本是比较典型的地方，是大坂，那还是5、6年前看到的。

吕志毅：其他没有这种设施怎么办呢？日本规定得很死，每天的垃圾必须分类号，女同志用的口红用完之后也要分，日本关于垃圾分类的法规很厚，如果你没有送到这个地方，对不起，你把东西拿回家，再放到下个礼拜，留学生到国外学的第一个事情是垃圾分类，在德国垃圾不在制定的地方，时间乱放，警察给你送罚单，警察连这个都管，我们能行吗。

吕志毅：再举个例子，我亲眼见到的，日本的银座是很繁华的商业区，晚上灯红酒绿，银座几百米没有一个垃圾桶，我说奇怪，没有人丢垃圾吗？我该在那看他们是怎么丢垃圾的，这时候走过来一个30-40岁的女同事，他在吸烟，手上拿了一个锡纸，抽完之后把东西放在锡纸里面，放在自己的包里面，然后拿回家。北京路15米一个垃圾箱，20分钟塞满。我们的垃圾分类是在初期阶段，就是我刚刚这么做，不是我一个人做，很多家庭都在做，有用的，能卖钱的，我们都分出来，到一定时间就卖掉，环卫工人收的时候，看到之前的东西会把他捡起来，再一个我们的果皮箱里面，每隔10分钟就有拾荒者，大家很讨厌，但是他做的工作就是垃圾分类，很多同志就说，为什么我们不能学日本、德国，因为我们条件有限，为什么这么说？混合垃圾运输车，在市中心区每天运7千吨，要1千个车次，24小时不停的走，不停的拉，现在的车都找不到地方放，如果今天放这个，明天放那个，就要增加很多车，现在的车都没有地方停，所以不能绝对照搬别人的经验，但是不是说政府不主导，政府在强力的主导这件事，中央电视台采访我的时候，我说了两个坚定不移，第一推行垃圾焚烧发电坚定不移，第二垃圾分类坚定不移，两个都要硬，下一步政府最大垃圾分类是餐厨垃圾分出来，先把酒楼先分，有一些专业公司把烧水油练油，最大的垃圾分类是把餐厨垃圾分出来，第二天就有一个收买佬给我打电话，他说你小心一点，不要断了我的财路，做这件事的阻力相当大，有一些酒楼餐厨垃圾被厨师包之后，卖出去还可以赚钱的，现在来讲，我们不是没有做垃圾分类，是垃圾分类初级阶段，目前也达不到日本的水平。我们是积极推进垃圾分类的。

刚刚您提到垃圾分类的东西，我们对这方面也很感兴趣，日本垃圾焚烧处理厂，并不是所有垃圾都可以烧的，在中国既然不能全部垃圾分类，所有垃圾都要烧，对设备是否有更高的要求，我们如何监测垃圾焚烧厂的排放？我昨天看中央电视台的调查，他说到我们无法对垃圾焚烧厂排放进行时时监测，既然做不到这样，现在垃圾焚烧厂排放是否比国外排放标准高？

吕志毅：这几年我跑了很多国家垃圾填埋厂，垃圾焚烧厂，国内的大城市垃圾焚烧厂，垃圾发电厂我们都去，国外尽管是分类比较好，像日本，但是他的里面可燃物质比较多，可燃物质比如说塑料，包装物，分类比我们好，餐厨里面比较干，但是也是混烧的，包括英国也是混烧的，我们垃圾跟他们最大不同是我们的垃圾比较湿一些，我们设备目前都是国外的，包机监测系统，烟气处理，我们现在实施是在线监测，我要纠正你说的话，顾先生是讲二恶英不能实时监测，但是炉温，烟气排放是可以时时监测，这是两个不同的概念。达不到多少温度就自动提高温度，是分解二恶英，二恶英在300度产生的量比较大，我们要提高炉温，在停留时间中分解消灭二恶英，还有一部分没有消灭就在烟气处理就消灭了，我们的标准是欧盟的标准，是很低很低的，不会对环境造成影响的，是可以接受的。在这里我再说一下，概念一定要搞清楚。

我想问一下接下来的公众调查样本是如何选取？最后形成决策公众意见占什么样的比重，环评报告什么时候出来？

吕志毅：广州市是垃圾分类全国试点城市，近来了10年，应该说还是有成果的，有人说我们现在的垃圾量1.2万吨，这不准确，因为有一部分已经分走了，我也调查了解过，比如说报纸送到纸浆厂，我们的包装物比较多，人口比较多，报纸也比较多，这么多年老百姓还是有一种理念，勤俭持家，不管怎么说，广州市政府也在积极的推进垃圾分类，我们有一些学校，有一些社区已经开始着手做垃圾分类的工作，比如说芳村花园小区垃圾分类做得不错，芳村小学垃圾分类做得也不错，他们从小做起垃圾分类的知识，广州市政府，包括番禺区也在做这些工作，我们有一个规划，这个规划要广听民意，下一步，各个小区，各个街道，封闭不封闭都要开展垃圾分类，都要列入考评，这一点毫无疑问，市政府没有放弃这项工作。下面我们大力推行垃圾分类，这是坚定不移的目标，有计划，到时候跟媒体朋友说。
