Retail warehouse and logistics properties are attracting new interest from overseas companies despite slower demand for other industrial space in this financial downturn.
US-based Preferred Freezer Services in late July held a groundbreaking ceremony for a 26,013 sq m refrigerated warehouse.

Preferred Freezer Services (PFS) is the first US-based company to build and operate its own cold storage facilities in China.
The company will construct its facility at Lingang Logistics Park in Shanghai.
According to Shanghai Institute of Mechanical & Electrical Engineering Co Ltd, the facility will be the largest and most advanced single-story cold storage facility in China.
“Once completed, the facility will be the largest in PFS’s global network,” PFS CEO John Galiher said.
“This project will be the first of many leading-edge facilities that we have planned for China. Our expertise in cold storage warehouse operations will provide an improved option for local and multinational food companies in the country,” the chief executive officer said.
PFS plans to begin operations at the warehouse in August 2010.
“Shanghai is the epicenter of China. It’s one of the major trade centers and a key financial market, as well,” said Tim McLellan, PFS managing director of international business development.
John Carver, executive vice-president of Jones Lang LaSalle (JLL), a commercial real estate services firm, said the facility is strategically located near the East Sea Bridge connecting the Lingang New Area in Shanghai to the recently opened Yangshan Deep Water Port.
“This represents one of the largest build-to-suit transactions in the Shanghai region and marks a notable trading partnership between the US and China,” Carver said.
China has the world’s fastest-growing consumer market for perishable foods and pharmaceutical products, but its per capita refrigerated warehouse space is less than one-tenth of most developed countries, statistics show.
McLellan of PFS said demand for cold chain facilities is enormous in China, and added that the rapid growth of foreign capital in recent years will present investors with plenty of opportunities.
PFS’s Shanghai expansion is just the beginning of its plans in China. The cold storage expert also has partnered with JLL to explore properties in Bohai Bay, the Yangtze River Delta and Pearl River Delta.
“For US companies entering this market for the first time, it can be a very scary process to invest in an international expansion like this,” JLL’s Carver said.
“So it is very important that we find a location that is a safe, professional entry point for them. Lingang Logistics Park met those qualities,” Carver said.
Demand for factories has been shrinking as some export-oriented businesses reduced production and cut back on spending in response to weaker markets, according to an industry report from property services provider Colliers International.
Yet, retail-oriented logistics and warehouse properties are proving resilient.
DHL, a global logistics specialist that is part of Germany-based Deutsche Post DHL, opened a new eastern China transportation hub in Shanghai in June.
The new facility is part of the company’s $25 million investment strategy to strengthen DHL’s reach in the country.
Korean Shinsegae Group opened its first retail distribution center for its E-MART stores in Songjiang, and a second distribution center will be opened in the second half of 2010.
US-based Nike is building its largest logistics center in Asia in Shanghai.
Demand also is strong for warehouse properties with advanced features such as warehouses with loading docks and sprinkler systems in Waigaoquia Logistics Park, Northwest Logistics Park and at Pudong and Hongqiao airports.
Investors such as Carlyle and Gazeley also are reportedly interested in seeking projects in the Shanghai industrial property market.
Even as interest builds in retail-oriented warehouse properties, the overall industrial property market is slowing.
Supplies of new industrial properties in the first six months of 2009 declined by 38 percent to 120,000 sq m, compared to the same period in 2008.
Vacancy rates in Shanghai’s major industrial parks rose to 8.1 percent in the first half of 2009, according to Colliers International.
But Carver of JLL sees companies such as DHL and PFS expanding into the Shanghai area as signs of a promising market for high-quality properties.
“We are seeing a lot repositioning for the economic turnaround that everybody expects is on the horizon,” Carver added.
“The development window for port, seaport, logistics and transportation is much greater than for other industries,” he said.
Carver said the new interest in infrastructure expansion is not unique to China.
“In the United States, Europe, Latin America and India, there is tremendous energy being dedicated to infrastructure in preparing for the next five to 10 years,” Carver said.

Most technology firms have suffered as consumers reduce their spending on hi-tech products in these tough economic times.
But the world’s largest measurement equipment provider, Agilent Technologies Inc, has found a recession-resistant business: bio-analytical measurement.
With the Chinese government recently tightening its controls over food safety, healthcare and environmental protection, Max Yang, president of Agilent Technologies in Greater China, said demands for bio-analytical equipment to analyze the quality of products will see robust growth.
“As China pays more attention to areas such as food safety, environmental protection and public healthcare, demands for bio-analytical measurement is going to see significant growth in the next few years,” Yang said.
Yang said Agilent has relied on its electronic measurement business for half its revenues in China.
But as the economic slowdown began affecting many of China’s cell phone exporters, Agilent’s electronic measurement business declined 20 percent by the end of last year.
However, Agilent’s bio-analytical business in China was not affected by the financial crisis.
A series of safety scandals that killed Chinese citizens and hurt the international reputation of the country’s exports occurred in the past few years.
The climax came last year, when at least six infants died and some 300,000 people were sickened after consuming milk made from powder contaminated with melamine, a chemical used in making plastics.
After that, the Chinese government approved a broad series of tougher food safety laws that included raising safety standards, increasing punishments and instituting a risk evaluation system that includes monitoring 500,000 companies.
The country strengthened its environmental protection standards for the 2008 Beijing Olympic Games.
Following a series of pollution scandals last year, the country now requires stricter monitoring of water and air pollution in major cities.
Yang said China’s stricter standards will create a greater demand from government agencies and commercial companies for bio-analytical measurement equipment.
He said Agilent is the first company to develop a testing solution for melamine following the tainted milk scandal last year.
The company also partnered with China to conduct drug testing of athletes during the Olympic Games, he said.
Agilent’s revenues in the second fiscal quarter that ended in April declined 25 percent to $1.09 billion. The decline was blamed on the collapse of electronics production that caused declines in its electronic measurement and semiconductor and board test segments.
However, the company’s bio-analytical sector declined by only 6 percent in the quarter.
The company reported last month that it would buy Varian Inc for $1.5 billion to bolster its fast-growing bio-analytical measurement business, which accounted for about 46 percent of revenues for the company in the second quarter.
Analysts said Agilent has long wanted to expand its bio-analytical measurement business, which has a higher profit margin and is more stable than the increasingly commoditized electronic measurement business.
Yang said China is Agilent’s second-largest market, accounting for 12 percent to 14 percent of its global revenues.
The company now has about 1,500 employees in the country, and half are research and development staff.
Since 2006, the company has built three open labs in Shanghai, Beijing and Shenzhen. Government agencies and small and medium-sized companies are allowed free use of the facilities.
The company also established a joint research center earlier this month with Shanghai Institutes for Biological Sciences to partner in biological research.
Because Chinese customers are price- and performance-sensitive, Yang said Agilent plans to introduce more low-end products for the Chinese market.
“Our high-end equipment might be capable of testing 20 to 30 kinds of elements, but our Chinese customers probably only need to test five of them at the start,” Yang said.

As the economic slowdown reduced the demand for personal computers, worldwide PC processor unit shipments plunged by 10.9 percent in the first quarter of this year, according to research firm IDC.
Although shipments rose in the second quarter because of Intel and OEMs replenishing their inventories, IDC said the PC processor market likely will not see a recovery until the end of this year.
Intel, too, has suffered from the drop in demand.
According to its financial report, Intel reported revenues of $8 billion in the second quarter of this year, down $1.4 billion from the same period last year. Its profit declined to $1.3 billion from $4 billion in the quarter.
However, Yang said Intel has gained market share in China by partnering with domestic PC players, and he said the company plans to repeat that strategy when entering new markets in the country.
Hi-tech investments
The Chinese government’s 4 trillion yuan economic stimulus was announced earlier this year in an effort to maintain the country’s near 8 percent economic growth, since the global downturn has hurt the country’s export-reliant economy.

In line with the company’s new strategy, Intel established a partnership earlier this year with the IT center of the Ministry of Railways to develop a technology blueprint for the new railway network.
Intel said it’s a network in which hundreds of thousands of Intel-based laptops and desktop PCs and tens of thousands of servers will be used by 2012.
The company also announced plans last month to partner with Chinese airline advertiser AirMedia Group to develop next-generation digital signage solutions in China’s fast-expanding airports.
“Intel has been trying to expand its strength outside its traditional arena due to the slowing growth in the personal computer market and competition from emerging markets such as netbooks and other portable devices,” said James Lei, an analyst with the research firm In-Stat.
Lei said the Chinese government’s stimulus package will accelerate the use of computers and other emerging technology devices in the country and will help boost the market’s recovery.

Officials from three State-owned companies are denying they were involved in an overseas bribery case in the United States with California-based Control Components Inc (CCI).

The six other Chinese firms that allegedly accepted bribes, such as gifts and sightseeing trips, are: Jiangsu Nuclear Power Corp, Guohua Electric Power, China Petroleum Materials and Equipment Corp, PetroChina, Dongfang Electric Corporation and China National Offshore Oil Corporation.
After learning of the US Justice Department probe, China Resources Power began investigating the allegation within its subordinate enterprises, three of which had business dealings with CCI, according to a statement released by the company Wednesday.
Officials at China Resources Power said they uncovered no misconduct among its employees. However, they claimed two of its sales agents had taken commissions from CCI during bidding procedures. The agents were not directly employed by China Resources Power, company officials said.
A Datang Power spokesperson told China Daily the company is not aware of any of its employees or subsidiaries taking bribes from CCI.

In a statement released earlier this week, Guohua Electric Power officials also denied their company was involved in any bribes.
“We had no business connections – direct or indirect – with CCI, so it is impossible for us to have taken bribes from the company,” the statement read.
An official from China National Offshore Corporation who spoke to Xinhua on condition of anonymity said an internal investigation found no corroboration among its employees in the payoff case.
None of the other companies implicated in the case have made statements concerning the allegations.
While prosecutors have been under increasing pressure to investigate Chinese executives and officials allegedly involved in corrupt business deals with foreign firms, it remains unclear whether any action will be taken.
China Daily was unable to reach the Supreme People’s Procuratorate on Thursday for comment on the matter.
“Chinese procuratorial branches should follow the case closely and take overseas prosecutors’ evidence into account, weighing it with Chinese laws,” said Ren Jianming, dean of Tsinghua University’s Corruption Research Center.
Companies from Brazil, India, Malaysia, Korea and the United Arab Emirates have also been implicated for taking bribes from CCI.
